I completely agree about Nekusar having to deal all his damage at once (having been playing him for some 4 years now), but that can also be to your advantage: when you give everybody cards, their boards will look a lot scarier than yours. Underworld Breach with Lotus Field is so warping, and Infernal Tutor + Lion’s Eye Diamond is just downright broken in Legacy, now that you can go find Underworld Breach and just win. I know quite a bit of that list is out of the budget range you're looking at, but I could suggest a couple of cards that are within budget. Honestly not many differences between our lists. I've spent a long time playing and tuning it. This is my Nekusar list, one of my favourite decks.
